New Agent
One small screen between deciding and building: name the agent and go. Come from a template card and the screen carries that template's name and purpose; either way, success lands you in the Builder.

Templates
Template cards are plain links, so creation stays one submit: arrive from one and the title switches to the template's name and purpose, and the agent is created with that template's setup to refine. An unknown template pre-fills nothing — a blank start, not an error.
The form
One panel: Name is required, Department is optional, and Create is disabled while the name is blank or the submit is busy. Success lands in the Builder with the new agent open.
